Beyond Local Governments’ Newfound Fiscal Autonomy, There Are Urgent Needs To Transform Nigeria’s Grassroots Communities -By Isaac Asabor

In a landmark ruling on July 11, 2024, the Supreme Court of Nigeria granted full financial autonomy to Nigeria’s 774 local Government Areas (LGAs). This decision marks a significant step toward enhancing governance and fund management nationwide. With this newfound autonomy, local government leaders bear a crucial responsibility: to prioritize infrastructure development at the grassroots level.

Against the foregoing backdrop, it is expedient in this context to urge all local government chairmen and councilors to have it at the back of their minds that it is now incumbent on them; individually and collectively, to ensure they operate the government machineries they are charged with toward community-focused progress.

In fact, the apex court’s ruling mandates that local government funds be directly paid to the LGAs’ exclusive accounts, bypassing state governors. It will be recalled in this context that for over two decades that the governors have seized funds allocated to LGAs, perpetuating a dubious practice that violates Section 162 of the 1999 Constitution. Now, with financial independence, leaders across the 774 local governments in the country must seize the opportunity to drive meaningful change within their communities.

The reason for the foregoing view cannot be farfetched as it is crystal clear that pivotal leadership role need to be played by authorities at the grassroots to engender infrastructural development at the local government level. The reason for the foregoing expectation from leaders across local governments in the country cannot be farfetched as local governments are the closest administrative units to the people. They play a critical role in shaping citizens’ daily lives, from education and healthcare to roads and sanitation. Therefore, by leveraging their newfound fiscal autonomy, leaders at the local government level can spearhead transformative infrastructure projects that directly impact the people.

In fact, the state of roads and transportation across the 774 local government areas in the country are enough for anyone to opine that the dilapidated roads hinder economic growth and access to essential services. Given the foregoing viewpoint, particularly now that local governments have attained the fiscal freedom they have for long been seeking for, it is expedient for leaders across the tier of government to embark on prioritization of road repairs, maintenance, and new construction. This is as improved transportation networks enhance connectivity, boost commerce, and enhance overall quality of life, particularly now that they have been granted fiscal autonomy by the Supreme Court.

In a similar vein, healthcare facilities across communities in Nigeria’s local government areas are unarguably in dilapidated states despite the fact that accessible healthcare is a fundamental right. In fact, given the unpalatable situation, leaders at the local level of governance must invest in well-equipped clinics, hospitals, and health centers. This is as by ensuring quality healthcare services, they would be contributing to healthier communities and improved well-being.

From the perspective of agriculture and market infrastructure, it is not an exaggeration to opine that not a few grassroots communities rely on agriculture. Therefore, given the autonomy granted them, leaders across local governments can invest in irrigation systems, storage facilities, and markets. This is as it is crystal clear that by supporting farmers and traders, that they would invariably be stimulating economic growth and food security.

Again, when analyzed from the perspective of accountability and transparency, it is expedient to say that with fiscal autonomy comes heightened accountability. Therefore, leaders across local governments in Nigeria must transparently manage funds by avoiding misappropriation or diversion. This is as regular audits and community engagement are vital to building trust and ensuring responsible governance.

In fact, the Supreme Court’s decision has opened a new vista for Nigeria’s local governments. Therefore, leaders that hold sway in virtually all the local governments in Nigeria should move beyond accusations, and seize this opportunity to uplift communities in their constituencies by prioritizing infrastructure development. Without a doubt, leaders across local government areas have been empowered to transform lives, foster progress, and create a legacy of positive change. Together, they can build a stronger, more resilient Nigeria from the grassroots up

Given the historic ruling by the Supreme Court of Nigeria by granting full financial autonomy to the 774 local government areas (LGAs) across the federation, it is not an exaggeration to opine that the landmark decision marks a significant milestone in the quest for decentralization and local governance. Therefore, it is incumbent on all politicians and civil servants who hold sway across local governments as leaders to resort to empowering the grassroots against the backdrop of the fiscal autonomy journey it has embarked on.

Analyzed from the backdrop of the fact that the struggle was hard-fought, and that the freedom is hard-earned, particularly as the road to fiscal autonomy has been tortuous, akin to the biblical prodigal son’s journey, it is expedient to urge local government chairmen and councilors not to bungle the opportunities that are inherent in the fiscal autonomy granted them. Therefore, they must rise to the occasion, and must not squander this newfound independence but instead embrace it as an opportunity to transform their constituencies that are no doubt closer to the people.

At this juncture, permit this writer to specifically direct this urgent message to chairmen and councilors, by saying that in their collective stewardship that they are no longer beholden to governors or political overlords. Therefore, they should use the autonomy wisely by being prudent, and remaining the custodians of public funds, and ensuring transparency, accountability, and efficient service delivery.

On community development, there is the need for them to deepen investments in infrastructure, education, healthcare, and social welfare, and even prioritizing projects that directly impact the lives of their various constituencies. In fact, they should not forget that they are the closest government representatives to the people.

On collaboration, leaders at the local tier of government should forge partnerships with civil society organizations, private sector players, and development agencies even as they should embark on leveraging resources and expertise to drive sustainable development.

Given the fact that the biblical prodigal son returned home with newfound wisdom, local government leaders must recognize the weight of their responsibility, and let history remember them not as wasteful spenders but as champions of progress because Nigeria’s grassroots deserve nothing less.
